Managing COBRA with BCBS has changed:
One report to RBG and COBRA event information is automatically transmitted to both BCBS and Ceridian via the BluesEnroll system. This means that a terminated member is automatically removed from the client's billing and COBRA election paperwork is also automatically sent!
Previously, a BCBS federal COBRA group had to make a termination report to BCBS and then a separate report to Ceridian. Additionally, they then had to maintain COBRA elections by forwarding monthly reports to BCBS from Ceridian. This new process will minimize the benefit administrator’s involvement in managing COBRA by allowing automatic updates between BCBS and Ceridian regarding a COBRA member’s qualifying event, elections and eventually, termination. The only manual process left for benefit administrators should be to notify their COBRA participants of any benefit changes at renewal and communicating renewal elections of a COBRA member to Ceridian.
*Most BCBS of FL federal COBRA groups with RBG now have this capability. Check with your RBG rep for more info.
Helpful tip with this change:
When submitting a termination, please be sure to include:
- Group Name & Group Number #
- Employee Name & SSN if available
- Termination Date
- Termination Reason

Groups will no longer receive paper invoices eff 6/1/10
On May 10, Enrollment Maintenance and Billing (EM&B) begin the final phase of migration of group accounts to paperless billing. Group Benefit Administrators (BAs) will receive a second and final notification letter and email, if available, that their BCBSF invoices will be available online for viewing and payment through View and Pay Invoice (VPI), and they will no longer receive paper invoices in the mail effective with their June 2010 invoice.
Opting Out
Should a BA insist on opting out of paperless invoices, Service Advocates will be prepared to walk the BAs through a process to help answer any questions or concerns about going paperless.
We ask for your help in encouraging groups to adopt paperless billing and to register for BlueBiz. The self-service tools and capabilities will make it easier for BAs to manage their group’s insurance benefits, and VPI gives them the ability to track, monitor and generate reports for their health care premiums. In addition, by providing an email address through BlueBiz, BAs can receive future communications from BCBSF via email.
It is critical that the Benefit Administrator respond to this mailing, as we will shut off paper invoices for groups regardless of their BlueBiz deployed status. Any groups that previously opted out of paperless invoicing is not part of this effort.

COBRA Subsidy Extended, Again.

The American Recovery and Reinvestment Act of 2009 (ARRA), as amended on March 2, 2010 by the Temporary Extension Act of 2010, provides for premium reductions for health benefits under the Consolidated Omnibus Budget Reconciliation Act of 1985, commonly called COBRA. Eligible individuals pay only 35 percent of their COBRA premiums and the remaining 65 percent is reimbursed to the coverage provider through a tax credit. To qualify, individuals must experience a COBRA qualifying event that is the involuntary termination of a covered employee's employment. The involuntary termination must generally occur during the period that began September 1, 2008 and ends on March 31, 2010. (An involuntary termination of employment that occurs on or after March 2, 2010 but by March 31, 2010 and follows a qualifying event that was a reduction of hours that occurred at any time from September 1, 2008 through March 31, 2010 is also a qualifying event for purposes of ARRA.) The premium reduction applies to periods of health coverage that began on or after February 17, 2009 and lasts for up to 15 months. See Temporary Extension Act of 2010.

COBRA Subsidy Extended

COBRA subsidy program extended

President Obama recently signed the Department of Defense Appropriations Act that includes a provision extending the COBRA premium assistance program established under the American Recovery and Reinvestment Act of 2009 (ARRA).
What is included in the final version
- A two-month extension of eligibility for COBRA coverage under the subsidy to Feb. 28, 2010;
- A six-month extension of the premium subsidy period from nine months to 15 months;
- Special notice requirements for individuals eligible for the subsidy on or after Oct. 31, 2009;
- A 60-day period to allow retroactive payment of premiums for individuals whose subsidy period expired Nov 30, 2009;
- If a COBRA Qualifying Event occurs on or before Feb. 28, 2010, the individual will be eligible for the subsidy.
Impact to COBRA employers
- Employers will need to continue to send the ARRA COBRA notices through Feb. 28, 2010.
- Employers will be responsible for communicating the special notice requirements to any active Assistance Eligible Individuals (AEI’s) or any AEI whose coverage has terminated since Oct. 31, 2009, to advise them of the opportunity to re-enroll for COBRA to take advantage of the six-month extension.
- The Department of Labor indicated it plans to issue further guidance via Model Notices within the next 30 days.
- Principal Life will mail a letter to all COBRA employers to advise them of this information.
Impact to State Continuation employers
- Varies from Carrier to Carrier
- States will need to enact legislation before the special notice requirements are applicable.
Pending Jobs Act legislation
Congress is considering further extension of the COBRA subsidy. We will provide additional information as it is received.

Effective 1/1/2010 BCBS's small group Blue Options plan offering will change. BCBS will be retiring all current Blue Options plans. New business will also have the new option of electing a plan year deductible.
